Messaging Server Error: ims_master[nnn]: General Error: dmap_locate_domain failed for domain <domainname>: Could not connect to the LDAP server (Doc ID 2261618.1)

Symptoms

On Messaging Server Stores with 8.x, noticing the imta log has many of these errors:

The ims_master uses Lightweight Directory Access Protocol (LDAP) to determine which partition to put the user on, if it finds it needs to create the folder.  These errors are appearing at a rate of about one every minute, sometimes more often than that.  There is some problem with ims_master trying to use LDAP over SSL.

Everything else is working fine with LDAP on these systems.
