Unable To Save User Details In TMS PROD

Symptoms
When attempting to create a new account in TMS with a hyphen in the name the following error occurs.
ORA-20000: 1182100-Invalid Account name
- TMS -> Security-> Define Users
- Enter username user-test
- Enter some values for First and Last Name (i.e. User and test)
- Click Create Schema
- Enter password and click OK
Error occurs: ORA-20000: 1182100-Invalid Account name
