XmsTrigger Process Is Not Starting When Running "slee-ctrl start" Command (Doc ID 2262224.1)

Symptoms

When starting SLEE on a newly installed and configured SLC(Service Logic Controller), it starts all process except xmsTrigger.

The issue can be reproduced with the following steps:
