Performance Issue: Billing Batch Runs Unexpectedly for Long Time, Sometime for Days to Complete (Doc ID 2262388.1)

On RMB v2. against FW v4., BI - Billing:

Performance issue running billing batch - it takes around 3 days now for 50K records where expectation is to finish these in some minutes.

Customer is experiencing a performance issue while running billing batch. In current environment setup it is sometime taking 3 days to complete. There is no failure though. The environment is being modified with Oracle Coherence spreading across 5-10 nodes, but there also performance is not much different regarding billing batch.

Below is the environment detail:

DB --> RAC with two nodes
App Tiers: 4
One will host the web and three are batch servers (where only threadpools run)
Each node has 7 threadpools 1 default and 6 custom with 5 threads each and Jvm size of each threadpool is 4GB

The batch run should be completed in a reasonable time in minutes to hours, not days.

The issue can be reproduced at will with the following steps:
1. Run a billing batch

The issue has the following business impact:
Due to this issue, users are not able to run billing batch efficiently. Looking for suggestion how to improve the performance time.
