Once a switch sheet is active, the operator cannot delete it.
If you create an emergency switch plan from a Real Device Outage (RDO) event, the event and steps get added to a new switch plan, and the plan will be In Progress
If you later move those steps from the plan to another plan, or the misc log, you are left with an In Progress switch plan with no steps and no events.
You should be able to delete this plan in this case.
