PFT Allocation Ledger Stat Results Inflated for Static Table Driver Defined Only With Key Dimensions and No Target (Doc ID 2262779.1)

Symptoms

On PFT 8.0.2, the allocation results from a Static Table Driver allocation defined on parent nodes appear to be inflated.

ACTUAL BEHAVIOR
The Ledger Stat results are inflated for Static Table Driver Defined only with Key Dimensions and no target.

In PFT Allocation rule with Static Table Driver Defined only with Key Dimensions and no target dimensions,
For cases where coefficients are defined on parent nodes of a hierarchy, The results on Ledger Stat are inflated.
It is observed that the inflated values are equivalent to the number of leaf members of the parent nodes configured (As per attached Excel, for ORG_UNIT_ID – 274953, MONTH_02 is inflated by 300% for Scenario 1. After adding a dummy node in the hierarchy - The results are inflated by 400%).
The results do not change with Force to 100% flag as Yes or No.

EXPECTED BEHAVIOR
Expect correct results as when coefficients are defined on the leaves and not parent nodes.

The issue can be reproduced at will with the following steps:
1. Create hierarchy
2. Create Static Table Driver
3. Create Static Table Driver allocation
4. Run allocation
