Opening a Device Causes JBOT-5003 Error

Opening a device for the first time after logging in will create a JBOT-5003, dialog [DLG_LOOKAHEAD] could not be found in tool.
After clicking OK and trying to reopen the device again, the look ahead appears like normal and does not have any further issues.
If the file defining the dialog does not exist it will also cause this error. However the file DLG_LOOKAHEAD.xml does exist for Product so it isn't the cause of the error in this case.
