Stock on Hand Filters Not Working When Extracting Unit Stock Count

Symptoms
When executing a stock count for a product group with Stock on Hand (SOH) filters, the STOCK_COUNT_LINE_ITEM still contains items that should have been excluded due to the filter (i.e. SOH = 0, SOH < 0, SOH > 0).
Steps to Reproduce:
1) Create a UNIT Product Group having Minimum 3 items with SOH=0 unchecked.
2) Schedule the Product Group.
3) Extract the stock count.
4) The items extracted for the stock count include items with SOH=0.
