Auto Refresh Is Not Working in P6 Professional

When using P6 Professional (via LAN) to access the database, the auto refresh option (set in the pm.ini file) is not working properly to display recently updated/inserted data.
User A changes Activity name.
User B does NOT see the change for several minutes, despite using F5, or Edit> Refresh
