'Loading Data' Message Hangs at 11% for a Long Period of Time During P6 Professional Startup

When logging in to P6 Professional, the "Loading Data. Please Wait..." message hangs at 11% and does not proceed for a long period of time before finally completing.
The "Loading Data" process should only take a few seconds.
The issue can be reproduced at will with the following steps:
1. Login to P6 Professional.
2. View the reported behavior.
