"P6 Professional - Loading Data. Please Wait..." Hangs at 11% for a Long Period of Time Before Proceeding

When logging in to P6 Professional, "Loading Data. Please Wait..." hangs at 11% and does not proceed for a long period of time before finally completing.
When logging in to P6 Professional, the "Loading Data. Please Wait..." should load quickly and only take a few seconds.
The issue can be reproduced at will with the following steps:
1. Login to P6 Professional
2. View the Loading Data screen stuck at 11%
The issue has the following business impact:
