Symptoms

Obligations in the CI_SA database table are being created with empty CLOB field, C1_SA_DATA_AREA.  Newly created obligations are created with the CLOB field filled with empty spaces. When removing the spaces and setting the field to null, any updates will all the spaces back to the filed.
