Item Is Created in SIM Even If the Item's UOM Does Not Exist in the UOM_CLASS Table (Doc ID 2265563.1)

Oracle Retail Store Inventory Management (SIM) allows the Item to be created even if the Item's Unit of Measure (UOM) information is not yet available in SIM.
SIM fails to process the ItemCre message due to the following error;

Steps to Recreate:

1. From Oracle E-Business Suite (EBS), create a UOM (KG) which will be sent to Retail Merchandising System (RMS).
2. UOM (KG) is not yet integrated in SIM due to some issues (For example: the UOM message in the MPS_STAGED_MESSAGE table was not processed).
3. From RMS, create Item (ITM1) for a Supplier (SUP1) and use the new UOM(KG) dimensions.  
4. ITM1 flows to SIM, and SIM creates ITM1 with improper data.
The ITM1 can be found in ITEM Table but no data exists in SUPPLIER_ITEM_COUNTRY_DIM table.
Note also that the SIM fails to process the ItemCre message due to 'Error executing batch statement' exception in MPS_STAGED_MESSAGE table.

It is expected that the SIM should not allow the creation of this Item until the UOM information is available in SIM.
