STARETL Process Fails at Step 2/51 Part 1/1 With Error "ORA-01017: Invalid Username/Password; Logon Denied"

When attempting to run the STARETL process, the following error occurs:
The issue can be reproduced at will with the following steps:
1. Install Primavera Data Warehouse.
2. Configure the Primavera Data Warehouse.
3. Run STARETL process.
4. Process fails with above error.
Due to this issue, users cannot complete STARETL process successfully.
