Customer Over-billed To The Original Service Agreement Activation Date

Symptoms

 Metered Service Agreements are back-billed to the the original "Service Agreement Activation" date after they had been billing correctly for several months/years.

In this example, a bill was created on 11/21/2016 for the billing period of 9/22/2016 - 11/21/2016. Two metered bill segments on that invoice were cancelled because they were estimated incorrectly. On the next bill (invoice date of 1/24/2017) the customer should be re-billed for the 9/22/2016 - 01/24/2017 bill period. Instead, the customer was billed from the original start date of the Service agreement (9/03/2013) in ccb 2.5.

For ccb 2.2, it behaves as expected, and bills the customer from the last billed date of the Service agreement (9/22/2016).

CCB 2.5 DOES NOT function correctly as it is over-billing the customer back to the original install date of the Service Agreement (9/3/2013).
