ADF Error Returned When Using Regime Counter

On : 126.96.36.199.21 version, User Interface
When using Regime Counter screen and entering a member number, the system spins for minutes and then results in the ADF error. No results are ever returned to the screen.
On another environment, results are returned after 10 minutes.
oracle.adf.controller.ControllerException: ADFC-12010: A null window ID is detected.

The issue can be reproduced at will with the following steps:
1) Go to Regime Counter screen.
2) Enter a member number and search.
The Regime Counter screen and functionality is unusable.
