REFRESH_EXTAX Batches Return Success Even When An Error Occurs

Refresh_extax batches return success (return code 0) even when an error occurs.

Steps To Reproduce :

  1. Setup data condition such that l10n_br_refresh_extax_future_cost.ksh fails with error (example :ORA-30926: unable to get a stable set of rows in the source tables @2FUTURE_COST_SQL.EXPLODE_TAX_RECALC).
  2. Note that status code returned by the batch is success.
