MS Error: 538 5.7.11 Encryption Needed To Use Mechanism PLAIN (Encryption Required) (Doc ID 2266261.1)

Goal

Seeing SMTP submission fails with the following message in the mail.log_current:

12-May-2017 01:10:25.94 0d3e.6.5 tcp_intranet + U TCP|IP_ADDRESS|25|IP_ADDRESS|50823 SMTP Encryption needed for mechanism PLAIN (Encryption required) 538 5.7.11 Encryption needed to use mechanism PLAIN (Encryption required)

Is this error message new? or is it a new default?
Is there a parameter I can set to allow SMTP auth between mshttpd and the MTA but NOT require SSL?
