ORCO Retrying to Process a Failed Jar File Without Moving It to Archive Folder

When the Oracle Retail Central Office (ORCO) tries to process a Jar file that contains incorrect data, the processing will fail due to 'ORA-12899: value too large for column' error.
The issue is that ORCO does not move the jar file to the archive folder, instead it keeps trying to reprocess the same jar file with no maximum number of retries.
Steps to Recreate :
1. Place a Jar file that contains incorrect data into the Data Import(DIMP) Incoming folder.
2. The processing will fail due to 'ORA-12899: value too large for column' error.
3. The Archive Status MA_STS_BNDL_IMP.SC_STS_BNDL remains 'Processing' and the BundleRetryCount MA_STS_BNDL_IMP.QU_BNDL_RTRY_CNT keeps incrementing.
The MOM file is never moved to the Archive folder.
