HDR: ITI-41 Large Document Upload Performance Issues (Doc ID 2266298.1)

ISSUE CLARIFICATION
===================
On HDR 7.0.1 version,

ACTUAL BEHAVIOR
---------------
ITI-41 requests for large documents take quite a long time to complete.
Below are some performance test results showing how long various document sizes took to complete uploads:
File Size [Mb] 1 2 4 8 16
Time [ms] 5347.6 5170.8 10836.2 33407 66936.8
Documents above 4Mb will breach the SLA.

EXPECTED BEHAVIOR
-----------------------
The target SLA is 10s total.
Customer is looking to allow file uploads as large as 20Mb and this operation should not exceed 10s SLA.

STEPS
-----------------------
The issue can be reproduced in Customer's environment with the following steps:
1. Send MTOM requests via SoapUI directly on the HDR server so network transfers can be excluded from these timing results.
2. Notice the delay
