TransactionAllocationScreen without Default Allocation Needs to Go through VerificationScreen

Normally, the TransactionAllocationScreen allows the user to select their allocations.
In certain scenarios, the TransactionAllocationScreen section needs to be hidden.

The only way that this scenario goes through the VerificationScreen is to use a default allocation.

But, the TransactionAllocationScreen should always be blank, so that user selects the fund(s), so that the default should not be used.

However, if the TransactionAllocationScreen is blank, under the specific scenario (using ReassignAllocations to direct money to a certain fund),
the user, after clicking OK in VerificationScreen, gets taken back to TransactionAllocationScreen where it displays a hard coded message displays
a missing allocation message.

Requesting functionality to be able to conditionally display the Allocation / Verification Screens.
