Billing Notification Preferences showing details for wrong customer (Doc ID 2266745.1)

Even though users are able to successfully enroll for billing notification preferences, the personal information page is not displaying the current active billing notification preferences.  However, when the users click on Update and view the selection, the appropriate preferences are checked.

On investigation, it seems like the Personal Information page is retrieving enrolled service tasks incorrectly, since the list displayed there is intended for the user with as its email address (in this case, user WSSAdmin) instead of the email address for the end customer.
