When a bill segment is in error, SQs previously created by rate component are not retained on the collection.
Reproduce Step
--------------
To verify the change in behavior, load an existing bill segment in error that has SQ collection.
Regenerate bill segment.
SQs previously created by rate component are not retained on the collection.
