Unable to Publish Events by to Different Publishers when Generated by a Single Triggering Event

Symptoms
In all versions of Oracle Communications Billing and Revenue Management, an issue exists when using the Enterprise Application Integration (EAI) Manager Framework when trying to publish events to multiple enterprise applications which are created by a single triggering event.
The event is only being published to a single target and it is not possible to publishing said event to multiple targets.
It can be observed that both events getting loaded in the eai_js log, but only published to one target.
