OM_ORDINST_VALUE_PKG.GET_NODE_VALUE_LIKE Input Parameters Changed Causing Orders Stuck In Delayed Timer Task

All orders are getting stuck at delay timer when upgraded from OSM 7.2.2 to 7.2.4.
The delay timer is executing a sql which is referring a function OM_ORDINST_VALUE_PKG.GET_NODE_VALUE_LIKE.
In OSM 7.2.2 this function has a different definition than 7.2.4.
An additional argument "A_PATH_ID" needs to be passed to this function in OSM 7.2.4
