Significant Delay when Undeploying a Solution Cartridge with CMT Tool

A significant delay was reported when doing undeploy of a Solution Cartridge with CMT tool.
Although successful, undeployment of a composite/solution cartridge completes in 56 minutes which is too long. The solution cartridge doesn't have any open or closed orders.
It was a Fast undeploy, not using Force. [fast=true, forced=false]
Checked logs and noticed that one of the component cartridges is taking longer to be undeployed and a thread is held for a very long time.
WORKAROUND:
Use forced = true.
So when setting PURGE_ORDER_ON_UNDEPLOY Value=true instead of false then total time for undeployment is less than a minute.
