Error "External System CCB Not Found" Is Displayed When User Creates New MDM Bill Cycle

In Meter Data Management version 22.214.171.124 the MDM Bill Cycle MO/table has an incorrect FK Reference for external system (i.e. NT_XID_CD) due to this bill cycle is not able to add when the external system value
does not exist in service provider table.
The following error is seen in the log file when trying to create new Bill Cycle in MDM:
