Error 'FAILED_NOT_RESTARTABLE' When Attempting to Start a Managed Server in the WebLogic Console (Doc ID 2270284.1)

Symptoms

When attempting to start a P6 EPPM managed server in WebLogic, it fails with the following error:

FAILED_NOT_RESTARTABLE

 

The issue can be reproduced at will with the following steps:

  1. Open the WebLogic Console.
  2. Expand Environment > Servers.
  3. Click the Control tab.
  4. Check the box next to the P6 managed server and select Start.
  5. Startup fails with the reported error.
