ALM 8.0 Pack Installation is Failed With Error : APP Setup bin file failed and Error in Model upload. So aborting installation Errors (Doc ID 2272168.1)

Symptoms

On ALM 8.0.0, it appears that ALM 8 pack installation is failing with model upload errors:

ERROR
Filename: Pack_Install.log

[ERROR] - Error : APP Setup bin file failed.

Filename: OFS_ALM_installation.log

[Thu 25/5/2017 08:48:10] [OFS_ALM] [ INFO] - Model upload status message : [123] Error in Upload Operation
[Thu 25/5/2017 08:48:10] [OFS_ALM] [ INFO] - Model upload log : null
[Thu 25/5/2017 08:48:10] [OFS_ALM] [ERROR] - Error in Model upload. So aborting installation

The OFS BD Pack 8.0.4 has been installed successfully, on top of this installing ALM pack 8.0 in different information domain.
ALM pack installation is failed during model upload.

The issue can be reproduced at will with the following steps:
1. Run ALM 8 app pack installation
