PopulateSafetyDevicesCommand Does not Filter Out Switching Steps That Contain No Devices (Doc ID 2272224.1)

Symptoms

In Web Switching, the JBot command "PopulateSafetyDevicesCommand" was not filtering steps with a seemingly empty DEVICE field.

The command takes the device names from all highlighted switching steps and populates a new safety document with a list of all of those devices.
If a highlighted step does not have a device, the command should ignore it.


In practice, blank entries are now appearing in the safety document.  And the system is generating numerous warnings and errors when the operator attempts to issue the document.

Changes

 The system was recently migrated from an earlier 1.12.0.3 patch level to 1.12.0.3.24C
