Goal

REQUIREMENTS

 MSS needs ability to control permissions for the POP-UP for components in
 Network System Design window when user Right-Click a component:
 
     Window:  w_ngn_network_design
 
 User is particularly requesting ability to control permissions for the following options in that pop-pup:
     - Remove from Drawing
     - Delete

The above issue is observed for MSS 621.b804 and same in all releases, including the latest 6.3.0
