Getting Error "Too Many Requests In Wait Queue" in All Production Nodes (Doc ID 2272547.1)

Symptoms

On :  7.5.0.13.0 version, Webservices Mgr & JCA Adaptor

There were a lot of errors using the WebServices with BRM in regards to these errors:
