RPAS Fusion Client: When Internet Explorer Language Preferences are Non-English, Cell Edit Throws "Invalid Format Exception" on Entering Special Character (Doc ID 2272867.1)

On Oracle Retail Predictive Application Server (RPAS) Fusion Client (FC), when the deployment language is changed to a non-English one, the user is encountering Invalid Format Exception Error on cell edit when entering a special character.

Steps to Recreate:
1. From Internet Explorer, click Tools -> Internet Options -> Languages.
2. Add Russian [ru] and move it to the top of the list.
3. Login to RPAS Fusion Client, and create a new workbook.
4. On the Sales column, try to edit any cell and enter '11,00' then hit the Tab button.

The following error is received "Error: Invalid format".
