Bill_now, Bill Current_total and Due Are Zero, but Bill Contains Charges (Doc ID 2274505.1)

Symptoms

On : 7.5.0.16.0 version, Core Billing

After installing PS16, Bill_now, bill current_total, and due are zero, but bill contains charges.

Observed abnormal behavior with bill now functionality. Bill now generates bills with current_total and due is zero, but the bill contains items opened with "due" greater than zero. Seems this is due to the servers have the date-time not synchronized, but this desynchronization happens all time. As per Unix team observations, the servers always can have desynchronization, from seconds to minutes.

The result is a bill with charges but with current_total and due as zero.

Steps:
The issue can be reproduced at will with the following steps:
1. Create an account with billing status = 1, for example at January 1 2017
2. Move the time 3 months forward to April 1 2017 00:02 hrs.
3. Purchase a product, 1 month of duration.
4. Move the time 1 minute backward or more to April 1 2017 00:01 hrs.
5. Execute a bill now.
