OUCSS Retrieve User ID Does Not Work For Pending Registrations (Doc ID 2274513.1)

When using the two step registration process ( = Y), the Retrieve User ID functionality of the Forgot User ID/Password page does not work if the registration process has not been completed by the user.  There are several users that begin the registration process with the email validation, but between the time that they create their User ID and the time they receive the registration email with link they forget their User ID. The CSR tries to retrieve the customer user id from OUCSS but they are not able to.
