ALM / FTP Process or PFT Allocation Fails with 'ORA-01653: unable to extend table <table name> by 128 in tablespace USERS' (Doc ID 2274610.1)

Symptoms

In Oracle Financial Services Profitability Management (PFT), Funds Transfer Pricing (FTP), or Asset Liability Management (ALM), when you run ALM or FTP Processes or Allocation batches, the batch fails and the following ORA-01653 error is output to the log files in $FIC_DB_HOME/log/FusionApps:
