Symptoms

Problem Statement

When attempting to run an unconstrained plan, the 'Memory Based Planner 64-bit' concurrent request  ends with error status.

The issue occurs when including the transfer sourcing rule that has two different instances with the same org id.

e.g. Setup of BOD
