Messaging Error: "Folder Name Reduced To Empty String, Trying INBOX" (Doc ID 2275455.1)

Goal

Seeing messages like the following in the log:

[02/Jun/2017:14:37:10 -0700] mailhost ims_master[2442]: General Information: mailbox_deliver testuser@example.com Folder name reduced to empty string, trying INBOX

Is this is a "new" INFO level message when no subaddress is specified and maybe it should be logged at Notice or Debug level instead of Info?
