Missing ACTIVESUBSTANCENAME error when opening E2B report (Doc ID 2275467.1)

Symptoms

There is a Missing ACTIVESUBSTANCENAME error when generating E2B report for
WHO-DD drugs which do not have Ingredient.

There are 1000+ of such drugs in WHO-DD dictionary that could be found by sql
select DRUG_NAME from WHODRUG.WHO_DRUG_DICT where DRUG_RECORD_NUMBER not in
(select DRUG_RECORD_NUMBER from WHODRUG.WHO_INGREDIENTS)

All E2B reports containing WHO-DD drug from that list are affected.

Steps to Repeat:
----------------
1) Create a case containing WHO-DD drug without ingredient.
2) Generate E2B report
