CloseTransferDeliveries Batch Is Not Processing Any Records

In Store Inventory Management (SIM), the CloseTransferDeliveries batch is not closing any records.
Steps To Recreate:
1. Navigate to Store Admin, and make sure that 'Auto Close Receipt' Store Parameter is set to '2'.
2. Run CloseTransferDeliveries batch.
3. Check TSF_DELV, TSF_DELV_CARTON, TSF_DELV_LINE_ITEM, and TSF tables.
Notice that no records is closed.
