MDM SPLWeb Fails To Deploy After SGG L+G Adapter V2.1.0.2.0 Install (Doc ID 2276771.1)

Symptoms

After installing SGG Adapter for Landis+Gyr (L+G Adapter) the Meter Data Management SPLWeb fails to deploy. The MDM SPLWeb went to "Failed" status and SPLService went to "Warning" status because it cannot connect to the messaging system.
