Update_step_crew Option In ExecuteStepsCommand Needs An Option To Populate Prior To Step Execution

Bug 25469645 introduced a new feature -- KEEP SWITCH SHEET CREW SELECTED. Overall, the functionality is working fine, and the crew now gets automatically populated in the ‘Operator (crew)’ field when instruct/execute the step.
However, as the documentation for the ExecuteStepsCommand clearly states in relation to the update_step_crew option, "Only when a step's action has been successfully executed will the step's Instructed To field be updated."
The issue arises when execute a step that Issues a safety document from switching, the crew table in the safety doc is automatically populated with the values from the Instructed To field in the step. With the new functionality, Instructed to field is blank at the time the safety doc is popped up so this crew table cannot get auto-populated for the users.
