Char Type TEMPLATE Has Changed Ownership From CM To C1 In Version 2.4

ACTUAL BEHAVIOR ---------------
One could creat char type TEMPLATE prior to the existence of the Owner Flag field in CCB in previous versions prior to 2.4 Product has always prefaced its Char Types with "C1-" or "F1-" to distinguish from customer created Char Types. (Of the 93 current existing Base owned Char Types, only 6 do not begin with "C1-" or "F1-" – all 6 were introduced with version 2.4). This Char Type is used by Bill Print and Interface jobs which would require multiple changes if one was forced to substitute and test a replacement Char Type.
Request that this Char Type be returned to CM so one can continue to use it for ongoing development.
