RIB Failure Messages Are Taking More Time to Insert in RIB_MESSAGE Table

In RIB v12.0.1, whenever a message is failing at RMS, it is taking 25 sec to update at RIB_MESSAGE table. This is causing delay in processing messages from RIB JMS topics. For example, if 1000 XItemLoc messages are present on etXItemLoc topic and if all these messages are about to fail then it will be taking 1000 * 25 (25000) sec to update at RIB_MESSAGE table. If valid messages are after these 1000 messages then it has to wait 25000 sec to get it processed.
Steps to Reproduce:
1. Ensure RIB server to be up.
2. Publish some erroneous data from RMS or To RMS, so that it should fail with some data issues.
3. Observe the timings that each message from topic is taking 25 sec to update at RIB_MESSAGE table.
