On RMS RMS 16.0 - RAAC privilege to access View Issues button in Review Status screen is missing.
### Steps to Reproduce ###
1. Assign the privs and duties given in the problem description to your role.
2. Go to Foundation data> data loading > Review status
3. Notice the View Issues button is not enabled for usage
