Symptoms

User is unable to approve settlement.
Receiving error "Failed to Invoke Method:Approve.Member not found" repeatedly.

Failed to Invoke Method:Approve.Member not found

Other customers encountered symptoms like:
Right click on Settlement number/ name, go to methods, click on any method.
Method window comes up without the attribute edit boxes.
Close this blank method window, right click on Settlement again, go to
Methods, click on same method: get the error message 'Member not found' with
the settlement number that was clicked.
