Question About Collection Module when Handling Late Fees

On : 220.127.116.11.0 version, Collections Manager
In the policy code that was modified for the Late Fee processing, the user was specifically not set a service on the return FLIST. Once the flow got into the OOB (specifically fm_collections_apply_charges, fm_bill_item_assign), it was searching for all services associated with the account and was just taking the first one returned.
Is it a bug?
