OSM:om_cartridge_pkg.drop_cartridge Not Completing (Doc ID 2279008.1)

If the drop_cartridge database procedure takes excessively long, the cause might be because foreign key constraints are enabled. The following procedure disables the constraints, allowing the cartridge to be dropped more efficiently.

High Level Action Plan:
1) Shut-down the OSM system
2) Ensure all orders for the cartridge being dropped are purged
3) Disable order data table foreign key constraints referencing cartridge metadata tables
4) Drop the cartridge
5) Enable the FK constraints that were disabled
