OrderCompleteEvent does not show the Info parameter

Goal
On ASAP 7.3.0.0.0 version:
Returning InfoParam in OrderCompleteEvent.
Q1. With reference to the Doc ID 1135338.1, customer followed the first 2 steps mentioned for returning InfoParam in the OrderCompleteEvent responses. The document also mentions about the 3rd step for setting the attribute 'INCLUDE_SERVICE_ACTION_DETAIL' to 'true'. Customer wants to know if this step is required and need more details on it?
Q2. Also, in setup 2, return info parameters in the OrderFailEvent which started appearing after customer created these event templates without step # 3 but OrderCompleteEvent does not show the Info parameter. Why?
Q3: How can we edit the JSRP parameter INCLUDE_SERVICE_ACTION_DETAIL manually ?
