On Oracle Communications Billing and Revenue Management (BRM) version 7.5 patchset 17, there is a problem with the tax amount being incorrectly calculated when billing is run only against a parent account which has child accounts.
This issue does not occur if billing is run for both child and parent accounts, in that order.
The issue can be reproduced at will with the following steps:
1. Create parent account on 22 April with Account Day of Month (DOM) 25, Monthly Cycle Forward (MCF) charges: 27.27 and flat tax 10%, applied at billing time (POID: 66359523)
Create child account on 22 April with DOM 25, MCF charges: 27.27 and flat tax 10%, applied at billing time (POID: 74596643)
2. Set pin_virtual_time (pvt) to 26 Apr.
3. Run PCM_OP_BILL_MAKE_BILL for parent account.
