Error: "Unable To Connect To Database" During P6 Professional Login Using A Cloud Connect Connection Over SSL With Client Side Cache Disabled

When attempting login to P6 Professional using a Cloud Connect alias with Client-side cache not enabled, connecting to the cloud server over SSL, the following error occurs:

Unable to connect to database.

The issue can be reproduced at will with the following steps:
1. Configure P6 Professional for Cloud Connect w/ client side cache turned off
2. Launch P6 Professional and attempt login
3. Note the error above when attempting to login
